Hi,
a bad man has stopped "Central Administration Service" on Operations -> Services on Server.
How can Central Administration Service be restarted Cannot go to Central Admin, when the service is not running :-)

Restart Central Administration Service

no. You can find the service "Central Admin" in Central Administration -> Operations -> Services on server. Select the server, that hosts the Central Admin Page. There is a service called "Central Admin". This was stopped.
In IIS the Central Administration v3 Site is available and started.

I see it now. You have to select the "Custom" role to see it. When I stop mine, it removes the "Central Administration v3 Site" from IIS. In order to get it back, I had to re-run "SharePoint Products and Technologies Configuration Wizard" (from the start menu). I told it to "Do not disconnect from this server farm" so I wouldn't lose all of my settings. (all of my web applications and settings were retained (portal, SSP etc.)
If you want to clean up the "old" Central Admin site you can delete it from IIS and also clean up the folder it is using (usually under C:\Inetpub\wwwroot\wss\VirtualDirectories). Do a properties of the web site and on the Home Directory tab look in the Local Path text box to see what folder to delete.

unfortunately, this did not solve the issue.
The "Central Admin" Service was stopped at
Central Admin -> Operations -> Services on server
To start again, one had to go in Central admin, which is not possible. Is there any way, to get to central admin again

This happened to me right after I installed Microsoft's GroupBoard.
I had to go into Services > Windows SharePoint Services Administration > Properties > Log On and re-enter the account and password.
After I entered the correct credentials, I restarted IIS.

i'm going to have to agree with Sirk on this one.
more than likely you need to go in check the identity of the application pool that is running central admin - last i checked it was network service.

By "Central Admin" service , do you mean "Windows SharePoint Services Web Application" service (there is no Central Admin service) Even if you stop that service the central admin application still works, so there must be something else going on.
If you look in IIS do you have a web site called "SharePoint Central Administration v3", make sure that is started. What happens when you right click on the web site and say "browse"
