Page Translation Library Feature and Workflow

Hi everyone,
I am trying to implement a multi-language sharepoint 2007 and was very excited to find the Translation Library and built in workflow, only to discover that it only seems to work for uploaded documents and not site page data.

Is there any possible way to use these features to manage the workflow of translating the different language subsites or am I doomed to have to implement it all myself
