Customizing the default Navigation bar

I would like to customize the default navigation bar. Is there a way to use images instead of the default buttons Or would it just be easier to add styles in the style sheet

The one at the top of the page. It lists all your top level sitese. I would like to customize that one with either images or custom colors.
