The MOSS 2007 Excel services' report only display ~70 rows at a time.
Is there any way to display all rows at once (about 120 rows)

You can control this in the Modify Web Part properties - it's one of them under the View section (I think).
You cannot have it as unlimited, but you should be able to set it to 120. There's a limitation of returning 10,000 cells at a given time from Excel Services (IIRC).
