Add pages or webparts pages after creating a blank top level site

I am beginner of MOSS2007.

I created a top level web application.

than I created a site collection under it.

when I try add new pages to this site, the [add] button on the page is disabled

how to add pages or webparts pages to an empty site

any advices pls!
