As an alternative MOSS now supports the ASP.Net 2.0 forms authentication. There is a beta tool available on Codeplex that allows admins to manage the users through the UI.
MOSS utilizes the Authentication / Authorization provider model. Any provider can be plugged in. SO in short, yes, it can use LDAP... the longer answer would be that I do not have any personal experience using it but from the documentation, it appears feasible using the LDAP provider...
