problem uploading gadget

I have a simple gadget I am trying to upload and get the following message:

Hello,

We're sorry but we won't be able to host your submission of CountDownTimer on the Windows Live Gallery website.

There was a problem and we need to ask you to resubmit it. We hope you'll give it another shot - just modify your submission, send it back to us, and we'll take another look.

I have packaged the gadget in a zip file. The manifest is at the root. The gadget works fine locally. All URL are relative. The message I get does not help much in diagnosing what the problem is. If anyone has any suggestions they would be welcome. Let me know what else you need to know to help me get past this issue.
