I'm not sure I understand your question, but it sounds like you are having problems determining how to install MSDN. I'm guessing that you are using the Express version of VB, since the boxed version of the product come with an MSDN disk which you can install just by putting the disk in. For the Express version, there is a "Getting Started" kit which gets installed with Visual Basic Express (which includes all of the starter kits), and during installation you also have the option of downloading a 200MB MSDN Express product. However, the default is for VB Express to read documentation from the web, so this shouldn't matter if you're just looking for help on an API. You can also navigate to http://msdn.microsoft.com/ to see all of the documentation as well.
If you have a disk or download of MSDN, but it (or the installation) is not working, that's a different matter. Let me know if that's the case and I'll point you towards the right direction to get help on that.
