  There are two license programs for ISVs, which Microsoft SQL is part of:

  1. ISV Royalty Program – allows ISV to embed SQL as part of their solution at lower cost. More details came be found at: https://partner.microsoft.com/global/40012214 PS=3

  2. The Microsoft Service Provider License Agreement (SPLA) – enable ISVs with hosting offerings to license Microsoft products on a monthly basis. More information can be found at: http://www.microsoft.com/serviceproviders/licensing/default.mspx
