When I open the "Task List -> Comments" not all TODO's from the project are shown. It seems that the IDE does only scan the open files.

How to show all TODO items?

That's how the task list works. I believe there are third party add-ins that can give you the complete list. Or you can just do a Find in Files and search for TODO.
