  As far as I can tell, not by itself, although the MSDN Library is part of the full VisualC# Express package, which can be downloaded (http://msdn.microsoft.com/vstudio/express/visualcsharp/download/default.aspx)

  Note that the full package is 1.3 GB so hopefully, you have a fast connection and a lot of time.
