If you’re having a hardware issue, please contact hardware manufacturer or reseller. If you having an issue with 3rd party software, please contact respective software manufacturer or reseller. Otherwise please post to relevant forum or news group:
1. if you have the source you can change it yourself, or
2. if the app is already set up for localization, then its use of language should be driven by the culture/locality settings on the device. unfortunately I'm guessing this is not the case -- assuming your device is already set up for English/US, the app should already display English if it's engineered to do so.
