While installing .Net compact Framework in my target platform I had faced the problem. Error code is 3(I think it means insufficient memory but it has enough memory)

You do have enough memory but GAC'ing failed with generic error. Most likely reason is what your OS does not have all dependencies needed by NETCF. You should contact device OEM for help, make sure NETCF V2 dependencies are indeed in the OS image.
