Hi David,
I too had a similar problem and setting appropriate permissions to the registry key solved the problem.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Eventlog\Security\ServiceModel 3.0.0.0 Key, assigning Administrators and System permissions and restarting the installer solved the problem

I continue fighting with dotnetfx3.0 installation.
I tried vs_uninst_winfx.exe utility to uninstall all garbage that can be in my PC after previous installations (I had WinFX Jan CTP installed at my PC, but I removed it completely). It writes me that I have Microsoft .NET Framework 3.0 installed, and ask me to uninstall. I press Ok.
Than I got the error:

MS SQL Server 2005 is installed with Visual Studio 2005 (RTM), so I don’t understand why I need to uninstall it.

It seems I found the problem at my office PC.
I look at log file dd_wcf_retMSI52D4.txt and found the error:

Then I started regedit and found that this registry branch rights is ony for ASP.NET user. Then I added "Authenticated users". After this installation was success.

I found an update to the windows installer called WIC_X86_ENU.exe. I am trying to get that to work after our techs allow me to install/modify an XP installation on my local machine. Right now, it's locked down.
I'm not sure if this will fix it but it is worth a shot. It seemed to fix a similar problem from the reading that I was doing.
