You could try edtFTPnet/PRO, our C#/.NET client that supports FTP,FTPS and SFTP.

No, as SFTP is part of SSH family of protocols, and SSH is not implemented in .NET Framework. But why not use the third-party one You can compare them on comparison page

Unfortunately the framework doesn’t have this built in so you’ll either need to make your own or use someone else’s like:
- SharpSSH - A Secure Shell (SSH) library for .NET
- Granados SSH Library for .NET
