Publishform just shows up and can't be closed

Has anyone else had this problem a form called Publishform just suddenly shows up on the screen and in the taskbar and it can't be closed. It usually shows after using "copy web site". This last time I had used "copy web site" an hour ago and suddenly now it shows up. Any idea how to deal with this besides restarting vs
