I haven't seen such one, but, thankfully, I don't think it would be much needed. The app.config configuration for WF has a small, very simple schema, and there really aren't too many parameters to configure (mostly adding services to the runtime and possible setting one or two parameters for each service). This is in contrast to, say, WCF, which does have a pretty significant and complex configuration schema.
