When I installed IE7 RC3 to an x64 computer, I could use little or no functionality of any WindowsXP feature. I had to go into Safe Mode in order to use it AND get rid of it.
I was wondering if the Final Version has been fixed of this bug/glitch/problem.

Go ahead and upgrade to the final release. Without knowing details of the issue you had it is difficult to be sure but there was never an RC3 release of IE7.
