Here is how i got rid of it
went to my computer , program files looked for MSN tool bar moved it to my desktop closed my Computer and program file and deleted it, do not try to delete from program file it will say in use

This was a rare bug in the MSN toolbar upgrade. Microsoft has created a fix for this problem that can be applied by following the instructions on this page:
