Displaying PDFs in IE7 from a CD

Our non-profit organization puts out a lot of information and training materials on CDs, and the mechanism used to organize it is a "website" that the user can open on their PC.

I am all they can afford in the way of an IT department, but I admit readily that though I am more computer literate than the average gen-X member, I am in WAY over my head.

Until SP2 it was easy enough to include a lot of our required paperwork in pdf form, and all the user had to do was click to open the file...when SP2 hit, I included MOTW on the html pages, and embedded all the pdf's in htm files so they would open.

Now in Explorer 7, that solution no longer works...

So how do I display pdf's from a CD in IE7

Ok, so I went to a coworker's computer and found the same option in the updated IE6, too...boy am I having a blond moment.

So...for the sake of the trifecta, I think I still have a problem...the CDs that are already out there with the embedded pdfs...is there a way for people to see them in IE7, without opening them using "My Computer" or Windows Explorer instead

Ok, ok, you can all stop snickering now.  I found the "allow active content to run on CDs" option in the security settings of IE7...

But I've still got a problem, as not all of my audience will be running IE7.  For those who are running earlier versions, I still have to use a workaround - is there a workaround that is compatible with IE7, since embedding doesn't seem to work (And yes, I checked the "allow active content on files from My Computer," too).
