"Need to know" model in MSF Essentials book

I'm sorry, this is not really a MSF related question.

I'm reading Michael Turner's MSF Essentials. In Chapter 3, page 22, it says:

"....Worse yet, some still perceive information and knowledge sa power and share as little as possible. This "need to know" model of restrictive communications is very counterproductive....."

Anyone can tell me what is "need to know" model and why call it "need to know"

    Clementino is accurate in its orgins but I ment it in a lighter way.  That is, people sometimes hoard information and only share it when they think you need to know the information -- in my opinion, a very bad model of sharing information among teammates.  Ideally, information should be shared openly and teammates should determine if they need the information to better perform their tasks & duties.

    This is a term derived from secure information sharing structure in the Military. From the Urban Dictionary: "a tight security method in which information is only given to those who can present a good case for knowing about a project".

    Also check Wikipedia's article on Classified Information on section "Classification Levels":

    "Depending on the level of classification there are different rules controlling the level of clearance needed to view such information and how it must be stored, transmitted, and destroyed. Additionally, access is restricted on a "need to know" basis. Simply possessing a clearance does not automatically authorize the individual to view all material classified at that level or below that level. The individual must present a legitimate "need to know" in addition to the proper level of clearance."

    Adele Goldberg in her book "Succeeding with Objects" has a nice description of a software development team structured in a need-to-know basis. I will scan it and post it later.
