IS VS 2005 premier partner editon mandatory

I'd love an explanation why installation of Premier Partner Edition (PPE) is mandatory. If Team Explorer is an add on to Visual Studio, shouldn't it be able to drop into any version
I've been searching for a way to install only Team Explorer, or at least determine why PPE is mandatory. The only reason this is a concern for me is because VS 2005 SP1 updates each edition of Visual Studio. On my machine it updated PPE, then VS2005 Professional, then Team Suite, and finally Team Explorer. I don't know if any of these can be skipped but if installation of PPE could be avoided, it'd save an update during SP1 install. (I'm not sure what can safely be skipped when installing SP1)
If anyone has some useful information I'd appreciate it. We're about to roll out Team System internally and I'm trying to make the client installs as easy as possible. Thanks
