  Are you running as administrator The error is common when not having enough permissions.

  Windows Defender is just another application that might lock files, even though it is from Microsoft.

  Disable defender while you install and if should be ok...

  The second guess I make would be that you are running antivirus/spyware/malware software that scans files as they are created. This would temporarily lock the file and the actual installation might get problems writing to certain files like bat files (as they are considered to be executable).

  If you are running that kind of software you might want to disable it during the install.

  Yes, I have tried editing the file. It exists all right, but when I open it, it just flashes the link in command prompt. I'm trying to install Visual C++ Express Edition.
